The Regulatory Compliance and Civil Rights Officer (RCCRO) assists with the coordination of civil rights programs to ensure regulatory compliance of state and federal laws for Long Beach Transit (LBT).

The RCCRO assists with monitoring and facilitating the application of regulatory guidelines, organizational compliance and Civil Rights programs including, but not limited to, the Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA) and Title VI programs.

This position requires the ability to work collaboratively with internal and external customers. The incumbent must have knowledge of and ability to interpret applicable state and federal laws and regulations, and to coordinate programs that address the necessary laws and regulations to support LBT's mission. This position reports to the Manager, Regulatory Compliance and Civil Rights

Responsibilities

  • Provides coordination of civil rights programs to ensure compliance with statutes and regulations in conformance with transportation industry standards, as well as state and federal laws
  • Reviews compliance audits to mitigate deficiencies and recommend corrective actions
  • Compiles and monitors LBTs Civil Rights Programs (i.e., DBE, EEO, ADA and Title VI) data for reporting per federal/state regulations, policies and guidelines
  • Reports LBTs DBE Program obligations for all procurements per FTA requirements
  • Advises the Manager, Regulatory Compliance and Civil Rights of compliance issues and concerns
  • Recommends program and industry best practices for compliance efficiency to the Manager, Regulatory Compliance and Civil Rights
  • Supports the development of Triennial DBE Goal, EEO, ADA Reports and Title VI Program
  • Coordinates Civil Rights Program reports and analysis (i.e., DBE Semi Annual and Fare Equity)
  • Recruits and monitors small business participation in the procurement/solicitation process by reviewing statements/scopes of work, setting goals and evaluating Good Faith Efforts requirements
  • Research, compiles and reports statistical data and other information that is required for LBT to remain compliant with the Department of Transportations federal regulations
  • Interprets federal regulations and assist with determining methodologies used to develop, monitor and report various DBE and civil right program goals and related activities required for contracting opportunities
  • Assists with the implementation of the DBE/SBE outreach programs to maximize participation in LBT procurement solicitations
  • Assists with the small business bid and proposal evaluations
  • Creates information to respond to public inquiries about upcoming procurement contracting opportunities
  • Reviews and verifies information submitted by vendors, including desk audits and onsite interviews
  • May be required to assist with identifying, investigating and recommending solutions to resolve issues/complaints/protests involving public challenges that arise in the administration of the DBE and Title VI programs
  • Monitors employment and training opportunities are provided in an equitable manner for all individuals and groups
  • Reviews and recommends changes to LBTs Civil Rights programs and communication procedures to promote workforce diversity and inclusion
  • Maintains monthly, quarterly, and annual performance reports based on compiled data
  • Assists in analyzing service policies and procedures; makes recommendations to ensure compliance
  • Conducts project reports for Labor Compliance and Commercially Use Functions
  • Other duties as assigned.

Education and/or Experience:

A Bachelors Degree from an accredited college or university with relevant coursework in public administration, business administration, or related field, is required. Two years of related experience is required. Applicable coursework and/or training in federal/state civil rights laws and regulations are desired. Prior transportation experience is preferred but not required. A combination of qualifying experience/skills and education to fulfill the requisites may be considered.

Salary Range: $84,849-$117,144 per year (Depending on Experience)

Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.
