Job Description

Gardener (MVO) National Park Service – Office of NPS Liaison to the White House, White House Division. Open to the first 75 applicants or until 12/02/2025, whichever comes first. Responsibilities Plans and carries out gardening work based on project plans, master landscape, and long‑range plans, making independent judgments within the framework of good gardening practices. Performs grounds maintenance to trees, shrubs, plants, flowers, and lawns, taking into consideration the individual needs and/or characteristics. Uses and maintains a variety of hand and power‑operated garden tools and equipment, such as seeders, spreaders, edgers, hedge trimmers, pruning shears, sprayers, spades, hoes, rakes, and mowers. Operates a variety of gasoline, diesel, or electric wheeled vehicles, such as platform trucks, van trucks, stake trucks, or dump trucks which typically have a gross vehicle weight (GVW) of not more than 32,000 pounds. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will participate in the Direct Deposit Electronics Funds Transfer Program. Required to operate a government (or private) motor vehicle as part of official duties; a valid driver’s license is required. Driver’s license and record must be submitted in a sealed envelope or directly by state authorities. Required to wear a uniform and comply with National Park Service uniform standards. A uniform allowance will be provided. May be required to work on‑call, evenings, weekends, holidays, overtime and shift work. May be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants will be considered emergency personnel. Applicants must be at least 18 years old or 16 years old and meet educational/vocational criteria (high‑school graduation, vocational training, or equivalent). Pesticide Applicator Certification. Must possess or obtain a pesticide certificate within 6 months of employment. Condtion of employment includes a 1‑year probationary period. See Additional Information for details. Qualifications All qualifications must be met by the closing date of this announcement (12/02/2025) unless otherwise stated. Credit will be given for all appropriate qualifying experience. For current Federal employees, a non‑award SF‑50 for each federal position listed is required. Non‑Federal employees must state full‑time (or 40 hrs a week) or part‑time with hours worked per week. Failure to provide hours may result in time not being credited. Ability to do the work of the position without more than normal supervision (screen‑out). Technical practices: theoretical precise, artistic. Use of measuring instruments. Ability to interpret instructions, specifications; other than blueprints. Ability to use and maintain tools and equipment. Knowledge of materials. Dexterity and safety. Pesticide Application Certificate (quality ranking factor). If your knowledge and ability in the screen‑out factor above is not sufficient, you will receive no further consideration. Describe in detail your experience and training that specifically prepares you for this job and performs the duties described. Pesticide applicator experience and certification are a quality ranking factor but not required for consideration. Volunteer Experience Volunteer work (e.g., Peace Corps, AmeriCorps, other organizations) will be credited along with paid experience. All qualifying experience, including volunteer experience, is considered. Physical Demands Lengthy periods of standing, walking, bending, stooping, reaching, and lifting moderately heavy items (up to 50 lb) unassisted or with assistance. Climbs ladders to prune or trim shrubs or trees. Performs work from an aerial lift. Working Conditions Incumbent is required to work outdoors and indoors in all types of weather, subject to discomfort from heat, humidity, and cold. Clothing may become soiled from chemicals, dirt, and tree pruning residues. Frequent exposure to cuts, bruises, burns, and broken bones. Exposure to fumes, dust, and residues from power tools and chemical sprays. Requires protective equipment and clothing; may experience discomfort while wearing.
